I have never had to test Speakeasy's tech support :)

As this list has found, Speakeasy and Speedfactory are two very well
recommended DSL providers. They are recommended well due to the specific
reasons below:
1. Static IP's are available at a reasonable cost
2. PPPox is not used
3. Servers are allowed even for residential users.
4. Excellent customer service
