[ale] jpeg -> windows xp icon?

Anyone know of a quick way to create a windows xp icon from an existing 
jpeg image?  It's a green tree on a white background, but every attempt 
I've made leaves me with some ugly black around the tree.  I've tried 
saving it from gimp as bmp, tiff and gif.
