Probably the best open source platform to use is LAMP.
Linux
Apache
MySQL
Perl/PHP

Php is most likely going to be your best time investment when learning a 
new web language.  Its very full featured, has great (community) 
support, is object oriented (if that's your thing) and incredibly easy 
to learn.

I've included a few links to get you started and if you want to arrange 
a face-to-face I have an old book you may borrow.  Regretfully though, I 
can not offer any of my own time.
