Incoming SMTP works fine on Earthlink DSL.  My domain (benshome.net) is
set up an a dynamic IP Earthlink DSL line, and I've had no problems
with incoming SMTP (apart from when the connection goes down, which
doesn't happen much lately).  With a static IP, you should have even
less problems than I do, as I do risk having incoming mail hit someone
else's mail server and bouncing if my DSL line goes down (as someone
else may end up with the IP I used to have).  A static IP line wouldn't
risk that.

I use hn.org to handle the dynamic DNS to keep my domain pointing to
the correct IP.
