[ale] kill tcp_ecn?

Awhile back we had a discussion centering on the issue of why a web-browser 
behind a firewall will hang on some sites when trying to connect- and the 
solution was to kill tcp_ecn-

Could someone in the know kindly repost the methodology of killing this 
process, and how to configure my network not to run it?
