Without some heavy custom programming or costly commercial solution I don't 
see how they expect winblows to effectively meet the lockout specs at any 
level. I've worked on several kiosk projects (back when), but we always won 
the bids by basing them on Amiga because winblows was so difficult and/or 
vastly more expensive to automate and customize. Linux has the access and 
tools to do it this kind of project customization cheaper and easier as well.
