Bitsy has been out of service for a while now. It's no longer
active. My http proxy has slowed way down for the moment, so I
can't check the url, but there's a guy at the University of
Delaware with a list of NTP servers, tier 1 and tier 2, and also
a list of defunct NTP servers.
