The only thing I've heard of that does such a thing would be the dev.
version of Enlightenment 17.?. It has something called the desktop
shell, and based on what I've seen it makes your desktop background an
interactive shell.
I would guess you should be able to do the same thing with a huge xterm
gnome, kde, eterm, you choose) by selecting an appropriate font, and
setting the stacking to below. Don't know if that will actually work,
but give it a try.

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
