The way I've always done this (and what I always imagined was
the standard way) is not to specify the password
when adding the user via useradd, but rather do "passwd <user>"
as root. Is there some particular reason why you need to
do it all in one step? Incidentally, there's no reason to
worry about people logging in before you assign the password -
if you don't specify a password, useradd puts an "*" or "!"
in the password field, which effectively means "don't allow
this user to log in".
