I think the issue will play out much like the restrictions we used to have on 
encryption strength. You couldn't export anything with encryption stronger 
than 40 bits. As a result, other countries just started making their own 
applications with 128 bit encryption and putting them out for download from 
any country.  All of those things that are forbidden under the DMCA will 
happily continue in other countries, but the "offenders" will have to be 
careful about entering the United States. Sooner or later, somebody will 
realize that the rest of the world is denying us business opportunities 
because of our silly restrictions and the DMCA will come under closer 
scrutiny.
