[ale] requests for help

I really don't think you'll have any luck with this.  First of all, it 
sounds like a pain.  Sorry.  Second, as folks come and go, how do you 
make sure everyone knows the rules?  Further, how do you insure everyone 
uses the rules?

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
