You didn't say, but assuming your system uses rpms (not Debian/Gentoo/et.al.) type "rpm -qa | grep X | grep devel"
if it comes up empty, then just like it says, you don't have the development packages for X installed. Go install them.

This will not work properly until ./configure completes without error.
