Entries in the access db can also be tailored with the To and From tags:

From:someone at some.dom   REJECT
To:someone at some.dom     REJECT

Documented in /usr/share/sendmail-cf/README under:
   "ANTI-SPAM CONFIGURATION CONTROL" 
     and
   "Finer control by using tags"

I don't know about blocking access TO the address, but to block e-mail
FROM the address goes like this:

Edit your access file (usually /etc/mail/access) and add the line:
 foo at bar.com	REJECT

Then run makemap hash /etc/mail/access.db < /etc/mail/access

As for blocking e-mail from getting TO this address, I'm not sure how
you'd do that with the mail server. You might have to change some settings
in the client.
