Well, there actually is a pkgadd (ala SysV) utility for Linux.  It's native to Crux Linux.  There are a couple of others that are similar in function (Slackware's pkgtool).  Even if pkgadd does work under RH, it wouldn't do you much good, unless you want to create your own packages.  RH packages created by others are usually delivered in RPM format.  Those that are not RPMs are often found in simple tar.gz file collections (i.e. not really packages).
