[ale] process confusion

What probably happened was that the previous httpd's pid file
didn't get cleaned up correctly for some reason. When apachectl went
to start, it sent a signal to that process to see if it was still
alive. It just so happened that there was another process with that
pid alive, so it presumed that apache was already running.
