[ale] include path

I am having other problems, but I found the answer to the immediate one. The 
variable that needs to be set when compiling "C" programs with gcc is 
"C_INCLUDE_PATH". "INCLUDE" alone doesn't have any effect on it. And if you 
run gcc with the -v flag, it will tell you where it is searching for 
includes.
