Dos Windows still have that 2 meg. block?  While booting also.   Meaning you
can't have your boot partition larger than 2 megs? If I remember you had to
have it a NTFS or maybe vfat32 to get around it.

Windows does not get along well with partitions created by Linux (or any
other OS, for that matter.)  You have to use Linux fdisk to remove all
partitions, then use MS fdisk to create your Windows partition and install
Windows.  After that, you can create your Linux partitons and install Linux.
