proftpd comes with no anonymous access by default. Everything is controlled 
by your proftpd.conf file: by default, it is located at 

/usr/local/etc/proftpd.conf

Make sure that the line 

DefaultRoot ~

appears in it somewhere to force users to stick to there own directory. 
(I am pretty sure this is the defaut as well)

You can also safely remove the "example anonymous ftp" section from 
the file by deleting everything from 

<Anonymous ~ftp>

until 

</Anonymous>

inclusive. I'd also recommend adding the line 

ServerIdent off
