[ale] need some input on tv capture cards

I guess we need to distinguish between the various issues of capture. 
The bt848 and bt878 chipsets will both do single image capture at 
640x480.  Both will do video capture at the same resolution, but the fps 
will not be acceptable.  When I pull up the video capture window for 
xawtv on my current card the settings are listed as:

video format: 24 bit
frames/sec : 12.0 fps
video size: 640x480

12.0 fps is not going to be acceptable.  I've not researched this 
extensively as I've not needed to do this type of capture.
