Just a thought, have you tried the compatibility settings?  If you right click an exe, then Properties, then the "Compatibility" tab, you can set special compatibility options for older software (resolutions, color depth, windows version). If you set this as admin, and then run the app as a normal user, might that work?  Just a thought, if it's of no use, sorry for the bandwidth.

That would still involve the purchase of WinKServer, which is simply not
going to happen. And a dedicated machine to run it on. It's a hog.

We finally dug up the old version CD. From 1998, it's all 16 bit stuff.
Guess what XP can't handle well?!?!

That's right. The old 16 bit binaries. It requires that the user running
them have administrator status. That makes _NO_SENSE_. Why would an
older, more fragile application be running with elevated privileges at
all?!
