[ale] recruiter salary questions

I think HR personnel are typically allowed to give the salary range for a
specific position/grade combination to the "due diligence" types. Similarly,
I've noticed that a lot of people interviewed for the AJC "Tech Jobs"
section avoid the salary question by giving the "typical range" (often
covering all grades).
