[ale] nonroot shutdown

I used linux config under gnome to disable this but it did not work so I
am left to ask you! non root users have the ability to directly and
romotly shutdown the system using the shutdown command, when issued a
password prompt will come up and if they type in thier password the
system shutsdown. How do I disable this? It seams a threat to security
as far as I am conserned
I am running Redhat 6.1
all help is a priceated.
