Congratulations! You've been bit the Microsoft Windows bug.

Windows 98 wrote an immuttable file marker at the end of the drive. It
seemed to serve no purpose (that I could see) except to make 3rd party
partitioning tools break and die. FIPS could not handle it. I think the
newest FIPS (v 2.x ?) can. Find it on Freshmeat and double check. Also,
the version of Partition Magic that shipped with Caldera could move that
marker. All retail version after some point could do it as well.

Of course you "could" fdisk the drive and get rid of the "virus"
completely ;)
