[ale] finding a library

I am trying to use Red Carpet to install the latest gnome libraries and it
is now telling me that I need libgtkhtml.so  I think it is 1.20 version.

I have 2 questions.
1. where do I get this paticular library.  I know it is associated with
gnome but all the download page tells me there is to use Red Carpet.

2. When you need a library how do you usually search for it.
