You can stop allowing pings on the fly using a firewall such as
ipchains/iptables or technology such as this. The problem with floods
and bandwidth asphyxiation is that the damage is done by the time it
gets to your network. If they are flooding you, the bandwidth is used
by the time it gets to you. The only thing you'd be helping is the
fact that you aren't replying. This will alleviate some of the problem
but no eliminate it.
