I believe is the correct file.  Try that or /etc/X11/xdm/Xaccess

Hey guys/gals

what would the steps be to export a display to an xterminal while the server
is booting?  I have a server set up in a lab that I would like to log into
remotely through XDM/KDM/GDM/etc.... 

Is this possible?
