You write it, you can do what ever you want with it, even after
putting it under the GPL. As the author of the tool, you control the
licensing. If you want to "dual license" it as commercial-ware and GPL
the sources, that's your shot to call. About the only thing you can't
(AFAIK) do is revoke the GPL.
