I'm not sure if this is a joke or not, but the quotes are real.

I recently attended the Gartner Group IT Symposium '97 at Disney World.
Bill Gates was present and was interviewed.  Among other things, he 
mentioned,

        "I think Internet browsers should be free."

To which there was some chuckle and applause.  That afternoon, Jim 
Barksdale
of Netscape Communications was interviewed.  Among other things, he
was quoted as saying,

        "I think operating systems should be free."

To which there was much laughter and applause.
