To an extent...but where is that option?  He doesn't say.  I found it,
though...actually, two things:

The first is just to set DEFAULT_CONSOLE_LOGLEVEL to 1 in printk.c.
Then I found a patch that added a boottime option for loglevel, so that
it can be done at boot time.

HTH.  I have tried integrating the loglevel patch with the penguin
patch, http://www.linuxhq.com/cgi-bin/vkpatch?penguin-2.0.30.patch with
moderate success.
