I posted the following the last time this was asked (a month or so ago):

If the Windoze systems have TCP/IP (WINSOCK 1.1-compliant) then the
COMt product will solve the problem.

It sits on the windoze system (3.1, WFW3.x, 95, or NT) and captures attempts
to access the specified COM port and then will initiate a rlogin into
the specified system (the Linux box).  On the Linux box set up the specified
account to start a "cu" command to dial out.

We tested this and found it workable.  contact them at:
