Reading through the entire FCC document, it does seem they are asking lots of questions and seeking real help to find solutions to the problems.

We all hate spam calls/texts that try to defraud us and our parents. Also the use of these devices for other criminal purposes is a concern, but is surveilling 150M Americans really the best answer to address 100K spammers and criminals?
Certainly there must be better options
The currently listed data they want captured for new and existing cell network users:
"requiring originating providers to, at a minimum, obtain and retain the name, physical address, government issued identification number, and an alternate telephone number of any new and renewing customer before granting access to its services."
Having a phone requires a govt ID and address? They aren't certain if more information will be required, including DoB and others. That's a bit Orwellian.
Many zoomers don't have alternate telephone numbers. I'm not interested in having any of my phone numbers connected together in any DB, corporate or govt.
Seems the easy answer would be to only require registration for phones used to call more than 25 or 50 different numbers in a month. Don't most spammers and criminals call hundreds of numbers? I have to be missing something. Some small businesses use cell phones constantly. Is requiring them to register this data an issue because they make texts/calls to 51 different numbers month? I can't answer that. I've made/received 0 cell calls the last 2 months. For me, it is not just a money issue ($60/yr is too much for a cell plan), but a privacy issue (nobody should trust their cell network providers).
There's a reason we call them "personal tracking devices."
