[ale] phone notifications for homebrew automation

Well that's unfortunate. I used that feature to send myself notices of 
power failures. Haven't had a power failure in a while so I didn't 
notice the service had turned off.

I have VoIP/SIP service from another provider so I suppose I'll just 
write a forwarder that will send out via the SMS API they provide. 
Annoying but it'll work.
