Although *alarms* sounded, localized alarms were not functioning:

No elite hacking of security cameras required; they just weren't 
plentiful, which was probably obvious to museum visitors scouting a 
potential theft.


I couldn't find any links mentioning a hack of any Louvre system, but 
would look at any someone provides.
