With the Pixel4a there weren't any unusual reports of fire, so I assume
that's why LineageOS did not include the battery limiting update.
With the Pixel6a, there have been reports of fires, so it's possible
that LineageOS does include the update there. I'd recommend checking the
change log, etc. for confirmation.
If you do end up with a Pixel6a, you might be able to get $50USD
compensation from Google, a free battery replacement, or $100 toward a
new phone from Google.
Probably whomever is selling the phone has already done one of those
options and is looking to get rid of an unusable phone due to battery
life. /speculation
When I was about to update to LineageOS, stock Android told me I was at
~80% battery.
Rebooting into firmware showed ~40% charge.
Strong evidence that the update just led Android to take what the
battery reported and double it to present a value to the user or when
controlling charging (i.e. 100% to Android is actually only ½ charged).
