I do not know how the funding was eventually was broken up, but I believe a large amount of it went to Intel to develop a large facility in the Columbus, Ohio area.

As far as TSMC goes, there will be a lot of US citizens eventually working there.   I can see H-1B visas in the beginning, but over time it makes sense to hire local people as long as they have the technical expertise to do the work.

Looking at it another way, NOT having the CHIPS act would be really bad.
