[ale] CentOS Replacement Project

This is one of the projects that sprung up.  The other is Rocky Linux, though Alma was the first to get to a beta release.  Like CentOS, Alma Linux is entirely reliant on the funding from a company and as far as I can tell is staffed by employees from that company.
