[ale] Need an Ethernet cutoff relay

Yeah, in Blue state like NY.

AFAIK, all of our members are in GA & AL (and me in FL) so that
would not happen and besides not much liability for emotional distress of
hearing sound of shotgun cocking except maybe in NY or Cali.
