I've used the HooToo for that. Not many features, but worked really well. 

I'm not sure how the router can block by app, unless it is targeting destination ip ranges. How would it block twitter vs K-9 mail? I assume twitter uses https and I have K-9 Mail setup for imaps. Blanket blocking https would affect the google browser on the phone. 

My main issue with travel routers is gain and power on the wifi. When I moved, but before I sold my previous house, I made a small Linux router to use Xfinity wifi as a client and then give me Internet access from that location. I did have to write a program to submit the login form every 5 minutes to Xfinity to keep that location up 24x7. I ran it that way for 8 months.
