you may want to look into BSI certified hw (if I'm saying that correctly).
I believe the German standards have requirements on entropy rate from the
entropy sources on their modules.

AIS-31 I think is the entropy source reqs? While NIST / FIPS standards
don't have entropy quality requirements.
