It could be worse.  If it was made by a pharmaceutical they’d charge, $1,699.00 and justify it because of “research”.

I don't know anything about Apple, but you can turn off voice
controls/listening on Android and on Amazon Tablets at the system level.
 Never saw anything that showed these settings weren't honored.

When Amazon pushed an update that enabled Alexa on their Fire tablets,
it was pretty clear they had and easy to disable.
