I wrangle SNMP for a living and, in my experience, consumer DOCSIS
modems speak SNMP only on their RF (coax) interfaces. This seems
intended to stop subscribers altering their provisioned data rates by
doing SNMP sets to the Ethernet interface. If you find a model that does
expose SNMP on the subscriber side, I would love to know about it.

I don't deploy DOCSIS myself, so I'm no authority, but several of my
clients do.
