mobile.weather.gov

Doesn't ask for any specific information other than ZIP code, you can
configure multiple locations and all locations are stored with a cookie.
 You can also bookmark the locations if you don't want to store the
cookie (the URL is just the computed lat/long of the ZIP code centroid
or whatever lat/long you want).

It also provides a link to allow you to make weather reports directly to
the NWS.
