There is a 4.3 version under downloads on skype.com. It's only 32-bit
so a pure x86_64 bit system will have to load a small pile of stuff to
run it.
The last time I installed it on Fedora 21 for the wife, I downloaded
the skype-i586.rpm file and ran yum localinstall skype... and it
grabbed almost all the stuff that was needed to make it run. I think
the video stuff was what I had to install separately (v4l packages).

Every time you stop a school, you will have to build a jail. What you
gain at one end you lose at the other. It's like feeding a dog on his
own tail. It won't fatten the dog.
