[ale] OT: FCC and ISP

I use the word "own" lightly.  The infrastructure was/is subsidized by
taxpayers, so it's not exactly theirs.  The painful solution (for AT&T) is
to return ownership of the lines to the state, which would potentially open
up the market to the competition we all know is needed.
