[ale] CentOS SRPM -> tarball

As that's for a released rpm version, you can just install the compiled
binary rpm.

If you want to build your own, use rpmbuild -ba httpd.spec and it will
build apache from the src.rpm  you installed. The spec file will tell the
patch ordering.

Are you compiling for a non rpm host?
