Just run the Android Emulator. Its part of the Android SDK package. Yes, it gives you internet access. Google play access will depend on the image you run.

Hi all,

Does anyone know how to run stock Google Android 4 in a Virtualbox VM?  I want to try out some things in a VM environment before installing on my tablet.

The next best thing would be an emulator, I guess, as long as it can access the internet and the Google Play store.

Any help is appreciated.
