Yes, but those are more like CPAN modules in Perl - there aren't individual RPMs for each one, and someone isn't asking you to rip out the OS provided RPMs and build from source.  Luckily, we are pretty good at enforcing "this is our standard web hosting platform" (which is SLES 11, PHP, and MySQL).  If anyone wants to do anything off the beaten path, such as Ruby or Python, their department has to pay for a dedicated VM.
