DVI connectors can support both digital and analog signals, but aren't
required to.  If I recall correctly, a DVI-VGA converter won't plug into
a digital-only DVI receptacle, and an DVI-HDMI converter won't plug into
an analog-only DVI receptacle.

Digital DVI is (bidirectionally) compatible with HDMI, but without the
audio or the content protection.  I suspect that you just need a DVI to
HDMI cable to connect your second HDMI monitor.
