Webdav is out by decree of IT, no if's, and's, or but's.  My choices are 
scp/sftp or an entire web/browser based GUI.  I don't want to do 
scp/sftp only because some of the users aren't going to be that nuanced 
in its usage plus the mix of client OS is pretty much everything (Linux, 
Win, MacOS, Android, iOS).

I have to be able to do all this through a browser based VPN remote 
access system which is what IT provides for inside access (the VPN 
client they use is a bit resource intensive but the browser VPN allows 
accessing internal web servers via its secured portal).  Getting 
scp/sftp to work through that interface is hard but direct web server 
access is easy, that's why I want to stick to web only.
