I would support a mandatory retest, rules and road, at every renewal time
on a 5 year rotation. The rules _do_ change and people can pick up bad
driving habits. Maybe add in a reaction time test as well as an eye test.
Getting mom to stop driving was horrible (you can't drive if you pass out
sitting on the couch!).
